 1. Introduction
Sino Gas and Energy (SGE) believes that it is our responsibility to not only provide value to our shareholders, but also to the communities in which we operate. SGE’s Corporate Social Responsibility (CSR) policy set forth company’s core values and guiding principles which will be strictly followed in conducting our businesses
 
2. Scope
This policy applies to all business activities undertaken by SGE. All SGE employees and contractors will adopt the CSR principles described in this policy. SLT members will act as role model by incorporating these principles in our day to day business decision process.

4. General Principles
1) Compliance with Laws and Regulations. In all business we conduct, SGE will
a) compliance with laws and regulations both at national level and local levels; compliance with SGE Value Statement ; 
b) compliance with SGE’ HSSE policies; 
c) compliance with SGE Business Conduct
2) Maintaining Corporate Governance
At SGE, we believe that good corporate governance is an important tangible asset that contributes to performance, reputation and shareholder value. We take our responsibility seriously to communicate and, more importantly, to live our beliefs and practices, and to evolve and refine those practices in response to ever changing business and regulatory.
 
3) Promotion of HSSE
SGE is committed to achieving incident free operations through the provision of effective HSSE management across all its operations and worksites for the benefit of employees, contractors and the community. We will conduct our business with respect and care for both the national and local environment and systematically manage risks to drive sustainable business growth.
SGE recognizes that excellence in HSSE performance is an essential part of our commitment. Accordingly, the Company will:
a) Demonstrate visible leadership and commitment to HSSE, manage HSSE performance as a line responsibility with clear authorities and accountabilities.
b) Ensure all our operations are carried out in accordance with the applicable laws, regulations and other requirements.
c) Maintain a secure work environment to protect ourselves, our contractors and the Company’s assets from risks of injury, property loss or damage resulting from hostile acts.
d) Provide training, instruction and supervision to personnel to attain the knowledge and skill levels necessary to perform their work, and motivation to achieve HSSE excellence.
e) Prepare for emergencies and respond promptly and effectively to any incident or accident.
f) Manage all projects and processes through design, construction, maintenance and operation utilizing recognized technology and practices to safeguard property and people.
g) Each personnel have the right and duty to STOP WORK when there is an immediate threat to the safety and health of the employees, third parties, assets or to the environment.
h) Every employee and contractor working for the Company have a responsibility to comply with this Policy.
 
4) Employee Relationship
We have been investing in the identification and development of top talents. Our employees’ remuneration and benefit package are designed to be fair and competitive in the oil & gas market place. We treat our employees as a core asset in our attempts to be successful in the market. We are committed to working with all our employees to enable them to reach their full potential, achieve job satisfaction and maximize their contribution to the company. We will apply fair labour practices, while respecting the national and local laws of the country.
 
5) Suppliers
We aim to work actively with our suppliers who commit to our values, especially in reference to fair employment and good environmental practice. We recognize the importance of the supply chain and we are committed to developing secure relationships based on mutual trust for mutual benefit.
 
6) Supporting Society and Community
We are committed to making a sustainable positive impact on the communities in which we operate. We believe that building and maintaining a mutually beneficially relationship with the local community where we run our operation is   very important to the Company and the community. Our designated team will remain close contact with government institutions and local community at all levels to ensure that our operations are in social, responsible and environmental manner and have minimized adverse impact to local community. We aim to make a distinctive contribution to social development through the establishment of effective partnerships and programs that make best use of the energies and skills of our employees.
 
5. CSR Program Development and Management
Following the policy and guideline set forth in this policy, SGE will develop criteria to select CSR programs to enhance SGE’s operations and brand name awareness among all stakeholders, and will follow SGE’s “Donation and Sponsorship Procedures” in the review and approval process. GRPA department will work together with the operations and other department to monitor and assess the implemented CSR programs based on expenditure and results achieved. GRPA will submit a brief CSR report to SLT periodically.
 
This corporate social responsibility policy will be reviewed regularly to reflect SGE’s commitment to, and growing understanding of, the development concept of corporate social responsibility in the community where we operate.
